Gov. Pat Quinn appointed three new arbitrators and one new commissioner to the Illinois Workers' Compensation Commission on Friday.Quinn named Michael Brennan as the agency's new commissioner and appointed arbitrators Molly Dearing, Jeffrey Huebsch and Ketki Steffen.
