City to Appeal Denial of Statutory Incentive to Return Worker to Job

A Northern California city is appealing a January decision by a divided Workers' Compensation Appeals Board panel that the city was not entitled to benefit from the Labor Code's so-called "bump-up, bump-down" incentive for employers to return injured employees to work where the applicant missed no time on the job.
