North Carolina Industrial Commission Chairman Pamela T. Young has picked a 13-year veteran of the workers' compensation panel to become chief deputy commissioner.Young said Monday she picked Wanda Blanche Taylor to serve as chief deputy effective Feb. 1. Taylor has served on the panel since 1996.Taylor spent eight years in private practice handling civil litigation. She is a graduate of Duke University and the University of North Carolina at Chapel Hill Law School.She replaces Deputy Commissioner Stephen T.
