In a scathing article this morning in the LA Times revelations are made in surprise testimony by Department of Insurance lawyers, who essentially say that they were directed by the Commissioner to settle hundreds of millions of dollars in fines from the Northridge quake and from title insurers in exchange for de minimis donations to questionable Quackenbush foundations.
The tale is one of quotas, document shredding, payola, and more. The deeper the probe gets, the more outrageous the Commissioner's behavior seems to be.
