The Los Angeles Times reported that California Insurance Commissioner Chuck Quackenbush signed a confidential agreement absolving Farmers Insurance Group of wrongdoing in its handling of Northridge earthquake claims without completing an investigation of the insurer's settlement actions.
Quackenbush also pledged not to levy fines or penalties for the Farmer's claims-handling performance after the earthquake, even if new evidence of improper claims treatment were uncovered.
