Kissimmee Man Arrested for Alleged Shell-Company Scheme

A Kissimmee man has been arrested for allegedly defrauding an insurance company out of more than $1 million using a scheme to avoid paying workers’ compensation premiums, according to the Sun-Sentinel newspaper. Arturo Santos Zuniga was arrested Friday in Palm Beach County. Zuniga, who is an undocumented immigrant from Honduras according to his arrest report, is accused of involvement in a scheme in which he paid a North Lauderdale man to create and insure a fake company, known as a “shell” company, called Behar Services Inc.
