Rate Bureau Says Furloughed, Paid Employees Won't Count on Payroll

Furloughed employees who remain on the books will not be counted on payroll for premium calculations, the North Carolina rate bureau announced in a recent circular. The changes will be applicable to all workers' compensation policies in effect from March 1 to Dec. 31, 2020, the bureau said. The announcement follows a similar plan from the National Council on Compensation Insurance, prompted because so many employers have vowed to keep paying workers during the pandemic, even if there's little for them to do.
