The U.S. 5th Circuit Court of Appeals ruled that an injured welder was not entitled to a modification of his Longshore and Harbor Workers’ Compensation Act benefits. Case: Mays v. OWC, No. 18-60004, 09/11/2019, published. Facts: Tom Mays worked for Avondale as a welder at its shipyard in Louisiana. In 1991, Avondale contracted with International Marine & Industrial Applicators Inc. to clean and sandblast a naval vessel at Avondale's facility.
