Utah Gov. Gary Herbert enacted legislation that will lower the threshold for presuming intoxication was the major contributing cause of a workplace injury, as well as allow the appointment of alternate members to the Labor Commission Appeals Board. The governor on Saturday signed House Bill 15, by Rep.
