The California Workers' Compensation Appeals Board on Thursday released two en banc decisions providing guidance on when a utilization-review decision will go through the independent medical-review process, and when an applicant may obtain a new panel of qualified medical evaluators.In the first case, Dubon v. World Restoration, the board determined that it has jurisdiction to rule on challenges to the validity of a UR decision, and it said that a UR decision will be deemed invalid if it is untimely or suffers from "material procedural defects" that undermine the integrity of the decision....
