LOS ANGELES – Lien filings dropped more than 50% after the lien provisions in Senate Bill 863 took effect in 2013, and administration officials speaking during the opening day of the California Division of Workers’ Compensation educational conference said they’re hopeful that a growing number of providers will use the new independent bill-review process, further reducing the number of new liens entering the system.
