A federal judge for the second time this year has dismissed a lawsuit against Insurance Commissioner Ricardo Lara over his department’s rehabilitation and conservation plan for a California workers’ comp carrier trying to leave the state.
U.S. District Court Judge William Shubb last week tossed out a complaint filed by California Insurance Co., which sued Lara and other department officials in January for blocking the company from moving to New Mexico to create a new carrier with a sister entity.
