SACRAMENTO - The California Legislative Analyst's Office on Friday, in a report said that the state's Highway Patrol Department "cannot adequately explain the disparity between the IDR [as industrial disability retirement] rates for senior officers and rank-and-file officers," and is asking the Legislature to authorize an investigation.
