California Gov. Jerry Brown's proposed budget for the upcoming fiscal year would increase employer assessments 134.7% from what was charged this year to pay for the cost of the state's workers' comp system, with much of the money slated for the $120 million supplemental disability fund created by Senate Bill 863.
