| In the event that the data compiled under R 20-5-902 are sufficient to determine the prevailing wage rates, a wage determination shall be made as to the wage rates prevailing in the area in response to requests submitted as provided in R 20-5-904.
1. Whenever the wage patterns in a particular area for a particular type of construction are well settled, and a continuing volume of public construction is anticipated, the Industrial Commission may issue a general wage determination when the applicable statutory standards and those of this procedure will be met.
2. Whenever wage patterns in a particular area are unstable, i.e., subject to frequent change, a project wage determination for that specific project will be made by the Industrial Commission.
3. The wage determinations set forth in (1) and (2) above may be modified, superseded, or corrected as provided in R 20-5-906.
