| A. In its call for bids on a contract, the awarding agent shall set forth, in detail, the prevailing wage rates to be paid for each craft or type of workman needed to perform the contract. These rates may be obtained through the Labor Department and attached to the call for bids.
B. The awarding agent shall be responsible for the initial resolution of all complaints received for alleged violations of the Public Works Act. If the Labor Department receives a complaint from someone other than an awarding agent, it shall transmit a copy of said complaint to the awarding agent for initial resolution. If the awarding agent is unable to resolve the complaint within a reasonable period of time not to exceed 30 days, it shall be referred to the Labor Department for disposition.
C. After a call for bids has been issued, the awarding agent shall be responsible for monitoring all modifications affecting wage determinations published by the Industrial Commission, and shall be responsible for including all modifications of wage determinations within the call for bids as set forth in R 20-5-906(C) and (D).
