§ 607.110 Practice rules: Rights of parties.

1. At any hearing, all parties except interested parties may enter appearances, introduce evidence, examine and cross-examine witnesses, make arguments and generally participate in the proceeding.

2. Interested parties who may be directly and substantially affected by the proceeding may enter appearances, introduce evidence and, subject to the discretion of the commissioner or council, otherwise participate in the proceeding.
