| [A workers' compensation self-insurance group created under Chapter 407A that is issued a certificate of approval by the commissioner of insurance under this chapter may offer workers' compensation insurance coverage beginning Jan. 1, 2004. Chapter 407A is effective for a claim for Workers' Compensation benefits based on a compensable injury that occurs on or after Jan. 1, 2004. A claim based on a compensable injury that occurs before that date is governed by the law in effect on the date that the compensable injury occurred, and the former law is continued in effect for that purpose.]
