Wisconsin Gov. Scott Walker's 2017-19 budget plan proposes scrapping the panel that independently reviews workers' compensation decisions. Released Wednesday, the budget calls for defunding the Labor and Industry Review Commission by 2019. The three-member LIRC is the first stop for appeals of disputed decisions on workers' compensation, employment discrimination and unemployment matters made by administrative law judges.
