Gov. Andrew Cuomo surprised many when he signed a bill that gives small businesses a pass on fines and penalties for first-time violations of state regulations.
Senate Bill 5815, similar to a measure that Cuomo vetoed in 2018, specifically names the state Workers' Compensation Board as an agency to be included in the law. The law took effect upon the governor's signature last month and would require agencies to avoid fines on first offenses and to give small companies a chance to cure the deficiency.
