Elected officials in Tucson, Ariz., are expected to vote in June on whether to establish a trust to close the $28 million deficit in its self-insurance fund, according to an article in the Arizona Daily Star.The Tucson City Council heard a presentation Tuesday from Kelly Gottschalk, the city's finance director, who said without setting up a trust the city might not be allowed to self-insure, the Daily Star reported.Gottschalk also said she doesn't believe the deficit grew from $18 million in 2009 to $28 million in 2010, and that the city has hired an actuary to get an accurate estimate...
