Byrd Miner Safety and Health Act of 2010.The legislation, triggered by the Upper Big Branch mine explosion that killed 29 miners in Raleigh County, W. Va., on April 5, boosts protections against threats and retaliation for reporting safety concerns.The bill also rewrites the criteria for sanctions against patterns of safety violations.
