At a conference last week, Oklahoma Gov. Mary Fallin trumpeted the success of the 2013 Administrative Workers' Compensation Act, three days after its 44th provision was declared inoperable by the courts.
That count is according to claimants' attorney Bob Burke, who has been keeping close track. While the act was circulating through the Legislature in 2013, Burke sat down and made a list of all the provisions he thought were unconstitutional. When the bill became law, he set about showing the judiciary what he thought the Legislature didn't want to see.
