Kevin Gaffney Named Deputy Insurance Commissioner

Vermont Gov. Phil Scott appointed Kevin Gaffney as deputy commissioner of the Department of Financial Regulation’s Insurance Division.

Gaffney joined the Insurance Division in 2007 as director of the rates and forms section, Scott’s office said in a statement. In addition to monitoring competition in the state’s marketplace, Gaffney also served as director of market regulation, overseeing market conduct for property and casualty lines.

He spent 23 years in the private sector working in marketing, underwriting and product management positions in Connecticut and Vermont. He started his insurance career as a multi-line insurance agent.
