The Oregon Workers' Compensation Division is proposing rule amendments that would tie the self-insured employer claim-reporting threshold to the experience modification threshold set by the National Council on Compensation Insurance.
Experience modification factors are calculated using the full cost of the claim below NCCI's split point and a percentage of the claim cost above that threshold.
In 2012, NCCI announced plans to modify the split point every year. In 2013, it increased the threshold to $10,000 from $5,000. It increased to $13,500 in 2014 and to $15,500 in 2015....
