The National Council on Compensation Insurance (NCCI) established a special catastrophe code last week to cover the Feb. 7 explosion at a Georgia sugar plant that killed 11 workers and spawned a fire that burned for more than five days near Savannah.The fire potentially affected workers and first responders as far away as New York.
