Uninsured Employer Bill Survives 'Kill Committee'

A Colorado Senate committee usually known as the place where bills are sent to die passed a measure on Thursday that would create an uninsured employer fund and give the Division of Workers’ Compensation discretion to negotiate penalties levied on businesses illegally operating without coverage.
