A Southern California contractor convicted of defrauding carriers out of more than $3 million in premiums was sentenced to seven years in prison on Friday, according to numerous media reports.Steven Morales, 65, was convicted in September on charges that he set up business fronts – Shelby Development and Shelby Framing – to hide his actual payroll so he could pay lower workers’ compensation premiums.
