Justice Harry Low was sworn in as California's 37th insurance commissioner at a ceremony in San Francisco.
Low, 69, a retired appeals court judge and a Democrat, will complete the remaining two years of the term of Republican Chuck Quackenbush.
Interim commissioner, Clark Kelso called Gov. Gray Davis's appointment of Low 'inspired' and 'one that all Californians will benefit from over the next several years.'
