Auditor: Quackenbush $28 Million Short

A recently released California State Auditor's report says that Former California Insurance Commissioner Chuck Quackenbush overstepped his authority by collecting $28.8 million from insurers without posting the money to the department's accounting records. The auditor's office reviewed Quackenbush's practice of ordering companies to donate to nonprofit organizations instead of levying fines.
