Facts: Roger Barto once presided over a village court in Waterloo in Seneca County.
He called the police in August 2013, claiming he had been choked and hit over the head as he was leaving his courtroom in August 2013.
Though police found pieces of a shattered toilet tank link outside the municipal building, Barto had no visible injuries.
