A deferred retirement program intended to keep veteran police and firefighters on the job in Los Angeles is not cost-neutral, despite being sold as such to voters in 2001.
The City of Los Angeles launched a review of the Deferred Retirement Option Plan after the Los Angeles Times reported more than 1,200 people who signed up for the program subsequently took time off for injuries. The review found that DROP is not cost-neutral, according to the newspaper.
