A group of first responders are appealing a series of trial court orders dismissing their allegations that two California cities conspired with third-party administrators to withhold workers’ compensation benefits and are asking the U.S. 9th Circuit Court of Appeals to clarify its 2015 Angelotti Chiropractic decision.
