The Occupational Safety and Health Administration says an Andover construction contractor exposed workers to cave-in hazards and should pay a proposed $66,000 in penalties.
Inspectors watched as James. T. Lynch Construction Co., a water and sewer line contractor, had workers in a 6-foot-deep unshored trench at the Stoneham Crossing Apartments construction site with no ladder for entry and exit.
