Clement Mercaldo, a Maryland workers' compensation commissioner throughout the 1970s and 1980s, died this week at his home in Towson. He was 98.
Mercaldo, an attorney and former Baltimore city solicitor, served on the Workmen's Compensation Commission from 1971 to 1987, according to a news report. The son of Italian immigrants, he was appointed by Gov. Marvin Mandel and again by Gov. Harry Hughes.
Mercaldo was replaced on the commission by Jacques Leeds, who also died this year.
Mercaldo was remembered as a fair-minded jurist.
“Clem was always fair. No one said a bad word about him. He’d make a decision based on the testimony and evidence placed before him," said Irvin Deane, an Owings Mills attorney and Pikesville resident.
A service is planned for 10 a.m. Monday.
