A Pennsylvania fund that reimburses carriers when they overpay for benefits has a 16-month backlog of applications from insurers wanting refunds, but regulators would not say last week whether the payments have been delayed by the state's budget woes.
Nor would state regulators explain apparent discrepancies in two reports that show the fund’s balance.
