Representatives from the city of Scranton are meeting with the Pennsylvania Bureau of Labor and Industry to get permission to use its municipal workers' compensation fund as collateral for a loan, according to The Citizens' Voice newspaper.The city is seeking a $5 million loan to begin paying off $22 million in back pay for arbitration awards granted to its police and fire unions.
