Budget Holding Final Action on 13 Comp Measures

California state lawmakers returned to the Capitol Monday after a four-week summer recess, but little progress is expected on at least 13 workers' compensation measures still pending final votes until after Democrats and Republicans overcome an impasse over the state budget.
