The Florida Governor's Commission on Workers' Compensation is making little progress toward creating a set of legislative recommendations as it ended its third meeting with few indications of how it will proceed. Several themes are emerging, however, including that steps need to be taken to address the lack of coverage for small employers and handle litigation disputes.
