Sunday's Los Angeles Daily News ran a headline article stating that California Insurance Commissioner John Garamendi feels that an upcoming change to the Board of Directors of State Compensation Fund is an opportunity for Governor Arnold Schwarzenegger to significantly impact overall workers' compensation rates.
