Sweeping federal governmental regulation of patient-privacy rules have been delayed until at least mid-April.The Clinton administration failed to provide Congress with the final rules intended to prevent the insurance industry and the medical profession from sharing confidential medical information about patients. Opponents of the rules as proposed now have the opportunity to lobby the Bush administration for revisions.
