An alleged workers' compensation coverage scheme in Florida's construction industry cost insurers $4 million and led to the indictments of three people on mail and tax fraud charges, authorities in Miami announced Wednesday. The 21-count indictment charged that Enrique Guevara, Erick Brandon and Alexandra Cordero issued bogus workers' compensation insurance certificates for hundreds of construction workers in the state.
