Online driver services such as Uber and Lyft would be allowed to expand to upstate New York, but they would be required to levy a 2.5% surcharge on each customer to cover drivers for workers’ compensation, according to a proposal by Gov. Andrew Cuomo.
The American Insurance Association praised Cuomo’s proposal, which the governor unveiled Monday in Buffalo as part of his State of the State address.
