Doctor Pleads to Billing for Exams He Never Conducted

An upstate New York doctor has pleaded guilty to claiming to be in two places at once and defrauding the workers' compensation system of more than $86,000.
Dr. Gregory Shankman, 70, of Clinton, New York, pleaded guilty to offering a false instrument for filing, and is expected to surrender his license and pay restitution, state Workers' Compensation Fraud Inspector General Catherine Leahy Scott said in news release.
The doctor certified that he was at claimant exams at offices around the state, while he was also certifying exams at his Utica office and while he was traveling, sometimes out of the country, Scott said.
An investigation by Scott's office found that Shankman was not in his Utica office on more than 150 occasions between 2015 and 2017.
Sentencing is set for June.
