West Virginia Insurance Commissioner Jane Cline released a series of brochures advising carriers entering the new competitive workers' compensation market on how to handle claims under the former state Workers' Compensation Fund.West Virginia lawmakers shut down the fund to new claims on Jan. 1, 2006, and launched BrickStreet Mutual Insurance Co.
