California Insurance Commissioner Harry W. Low has confirmed won't run for the office in 2002.Low, who was appointed to his post in the wake of Chuck Quackenbush's resignation during an investigation into alleged wrongdoing, said in a statement, 'I will continue to devote my energies to rebuilding the California Department of Insurance in the next 15 months. This is a challenging and enjoyable role and I do not wish to be distracted by a political campaign.'
