The race for California insurance commissioner took an unexpected turn last week when one of the state's best-known consumer advocates endorsed Republican candidate Steve Poizner over Democrat Cruz Bustamante.
Harvey Rosenfield, author of the 1988 Proposition 103 auto insurance initiative, said Poizner has made a commitment to enforce regulations that govern insurers' applications for auto insurance rate changes and to stop insurers' practice of canceling policies of policyholders who file claims.
