A New York think tank is preparing to release a critical review of the state's workers' compensation system at the end of the month.
The report, awaited by several interest groups at the center of debate over workers' comp reforms, is almost sure to play a role in Gov. Eliot Spitzer's push for changes to the system, say some of those involved.
James Parrott, the institute's chief economist and deputy director, said Wednesday the report will focus on a compliance gap that has allowed some New York employers to avoid paying workers' compensation and left workers uncovered.
