Pennsylvania has become the latest state to attempt to address a federal ruling that held that franchisors can be construed to be co-employers of the franchisee's workers and be held responsible for workers' compensation coverage.
House Bill 2446, sponsored by state Rep. Todd Stephens, R-North Wales, was introduced this week and referred to the House Commerce Committee. It's similar to a bill that passed the Missouri Senate in March but did not reach a floor vote in the House before the regular session ended May 18.
