Insurance investigators have arrested two central Florida employers and a former Little League umpire on charges of workers' compensation fraud, including one business owner who failed to provide coverage for a worker killed in a fall on a high-rise construction project.
Chief Financial Officer Tom Gallagher said Friday that Harry M. Zeigler, the 42-year-old president of Zeigler Concrete & Reinforcing, surrendered on charges of knowingly omitting or concealing material information for the purpose of avoiding, delaying or diminishing the amount of workers' compensation premiums due.
